Overclocking Gpu process

No, it will only be running at that speed when under load, i.e. while running a game. or other such demanding programs. 

I want to overclock my GTX 970 to the mass, meaning overvolt it as well, but I don't really know how.  i usually just slide the sliders in msi afterburner, but that's it.  I want to hit 1500mhz.  I have the strix model.  What is the best process from turning it up, stress testing and adjusting, especially now adding overvolting to the mix, which i don't even know how to do.  also, when I overclock to 1500mhz, will it always be running at that speed? even just on the desktop?  and what happens to the boost clock?

its a stix card and since asus decided to mess with the power delivery it wont oc much,i don't think 1500mhz is possible on it
