Personally I'd go somewhere between. I reckon building your own while fun isn't really worth it given that most of the time all you want out of a NAS is just a network share and DLNA. Plus with a more entry level NAS it'd be hard not to spend more going with a new DIY and you likely won't end up with a case that's nice for swapping drives. On the other hand getting one that already has the drives in it? Well you no-longer get to pick what sort of drives you want, you get a very low end CPU for a NAS and you get something not built with "swapping drives" in mind.

 

As for cheapest well based on a retailer local to me and Australian pricing:

- 2 Bay Netgear NAS + 2x 3TB WD Greens = $407AU

- 2 Bay Netgear NAS + 2x 3TB WD Reds = $479AU

- "bare minimum everything" PC + 2x 3TB WD Greens = $530AU

- "6TB" WD My Cloud = $549AU (and willing to bet they use WD Greens)
