why do i need a fan controller if they are just going to run the whole time dont i just plug them into my mobo

Your mobo doesn't have enough connectors.

I'm pretty sure it only has a CPU fan connector. Most mobos only have that. Other fans are connected through a SATA fancontroller which is built in to your case, or through a fan controller, and some PSU's have fan connectors as well.

Spectres aren't that quiet. If you want quiet led fans, get Gelid Wings instead.

but didnt linus say these fans are good? i dont need light up ones i just though corsair made good fans

They're .. okay. Corsair fans range from bad to alright/pretty good. Gelid Wings are better and are the fans Linus uses in his personal rig.

so which case should i get? which one is the best for building a silent system

If quiet is your goal, just get a Silent Base 800 and stick with the stock case fans unless you don't mind getting another case only to replace the fans with more expensive Noctuas/SilentWings2's.
