My pc keeps telling me im not the administrator even though i have pretty much all of the administrators privileges. I've gone into control panel and looked through the admin settings (and they all look legit) 3

Do you have a separate profile on your PC other than the one you are using? There are "administrator privileges" and there's an "administrator profile."

It would effect anyting. It is just an exact copy of you.

An administrator profile can allocate certain privileges to other profiles, but that doesn't make those profiles administrators

Therefor the OP could have all his "administrator privileges" but the computer would still not consider his profile as the "administrator profile"
