Cheapest USB amp/soundcard?

My onboard audio has a ton of static. What's the cheapest USB amp/soundcard? Preferably able to drive 50 ohms or more in case I get high impedance headphones in the future. All my PCI slots are full so that's why I need a USB one.

Syba dac/amp. That xonar one still has static. I had it, then RMAed it and it still had static. Complete junk.

Er, that looks looks like it has horrible quality. Not to mention it actually ships from China.
