My PSU only has a 4 pin CPU connector not a 8 pin EPS and I was wondering if this would hurt my max overclock. My PSU is already dying and not powerful enough so next week i'm picking up a 750watt CX series from Corsair.

Technically yes. But it depends on what silicon you have. With the silicon you have, you may not even hit the limit of what the 4 pin is able to output.

If i remember correctly i think a P4 is capable of 100watts right? My CPU according to CoreTemp is only pulling 70watts at 4.4Ghz under full load.

That is only a rough estimate. It could be higher or lower in reality.
