Upgrading ancient PC

So.

My dad had this ancient computer, it came with Windows 2000. It was not custom built. I want to build this computer:

But I don't have the money yet, as I'm under the legal working age and have just started saving. Is there any way I could slowly buy the pieces and put them on my dad's old computer, eventually swapping out all the parts? If so, what should I buy/upgrade first?

Just a guy who peaked at building back in the days of the GTX 980. If you see me here, assume i have technical knowledge akin to a committed hobbyist builder back then. If something's changed, you'll need to tell me(nicely plz). I'm probably asking for help with the modern build scene since I have no clue what's going on.

assuming its as archaic as you say, nothing modern will work with it.

It currently has XP, not 2000.
