What's your power setting in Windows?
I fixed it. The issue was I misread a bios option and only turned off an aspect of c1e and not disabled it entirely. However, now I'm facing a different problem entirely. My clock is completely stable and runs fine but cpuz shows 1.28v and my bios shows 1.265. Same with CPUID Hwmonitor. It's not like the extra volts are a problem, but if I had my voltage that high, I might as well squeeze out another 100mhz or so.
