If you can afford a 270x toxic then you can probably afford an R9 280, in which case you should get the 280. 

 

If 280s are drastically more expensive where you are, then get whichever 270x is cheaper (and if 270s and drastically cheaper than a 270x, then get a 270 and overclock it).

The Toxic is better but I'd go for whichever is cheaper.
