Need CPU cooler for 4590k

I edited my OP. Check what I linked out. If the Dark Rock is too expensive (even though it's under 150$) the Noctua NH-D15 is a great (but not as good) alternative.

I need the best CPU cooler for under $150 I plan to do quite a bit of overclocking

NZXT Kraken X61. It has some great features including a variable speed pump, CAM Integration (nzxt's better version or corsair link), and an RGB pump LED.

 

Air cooler? I'd highly recommend water but if it's necessary then it's necessary. The Dark Rock Advanced C1 gets a recommendation from me.

It is hard to tell. Some chips run hotter/cooler than others. (That's called the silicon lottery)
