What can I do to either scrape off a few pennies or get more optimal hardware

Get the i5-4460 if it is cheaper.

 

Drop the B85 Gaming and get a cheaper one.

 

I don't know the price of that cooler, but the Hyper 212 EVO probably is cheaper and still enough.

 

You don't need 750W. Get an EVGA 600B if it is available where you live.

The ASUS H61M is good enough. Get the MSI H81M if you want USB 3.0.

 

The Cooler Master TX3 is enough to keep your CPU below 60C

 

You only need a 500W power supply.
