I put thermal paste on (correctly) and I don't know what you mean with seated correctly

Did you screw it down in a x pattern, going bit by bit on each one? You want just want to redo it anyways. Thats a really hot idle CPU.

yes I did the x pattern but I put the cooler sideways as it otherwise would be in the way for the RAM, maybe thats the problem?

Not really, but your best bet is just taking it off and putting it back on, you really Dont want to run a system that hot.

Dont forget to quote someone so they know you replied to them, otherwise they Dont get a notification.

I build my brothers new pc and the temp of cpu @ stock in bois was 75 C how is this possible and how can I fix this?

What cpu is it?

What ambient temperature do you have?

Since the other have already asked you to check if it is seated and install correctly I won't bring it up more than this.

Is this while gaming? If so, what games?

Them that is WAY too hot. Best Bet is to redo the cooler, tbh.

That sounds really high.

I have like 35-45 avg or something, oc'd to 4.0 ghz with 1.25 volt. Fx 6300 and 212 evo.

It sounds like it is installed wrong or something but I'll let these more experienced people help you with that :P

I am pretty sure this information with help them though.

So good luck and happy new year!

Check the mounting of your CPU cooler . if its in contact with CPU's heat spreader or not.
