PC Won't boot. Help?

About an hour ago I installed a new mobo and it wouldn't pass the splash screen, if I spam esc before it boots I get to the hardware details, then if I leave it sit, only because I cant hit esc to change a boot option, it will go to a blank black screen with a flashing grey dash mark in the top left.
Things I have tried are:
Clearing CMOS
Booting with no drive
booting with one drive
booting with a windows install flash drive
Booting with nothing at all
Using different Sata Ports
Spamming bios buttons on the keyboard.

 

After I let the computer sit for a while, it will beep and when i hit esc it will just make a clicking noise through the mobo speaker, but no reaction
Specs:
HP H3970BM motherboard

AMD FX-6210

Kingston 8gb 1333 ram
Seagate momentus XT 750gb SSHD
Western digital blue 500gb HDD
If anyone can help me at all that would be great.

Cant, unresponsive to keyboard unless i spam before it boots, even then, its unrepsonsive at the next screen.

Flash it from a USB if your motherboard supports that.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Are you using a XMP profile? I enabled a XMP profile and the same thing happened to me. Good thing my MOBO has ASUS MemOk. Try disabling X.M.P

only 1 ram chip in there?

 

keep all hdd unplugged

 

try just 1 ram stick at a time

 

try all ram slots

you have a PS2 keyboard?

 

USB keyboards dont seem to work on certain mobo esp OEM ones

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
