Installing windows 7 through external dvd drive?

I have an external drive, but it says to hook up a proper boot device. I'm pretty sure I set the drive to be boot priority. If this won't work, can someone give me instructions on creating an external hard drive to install windows with?
Motherboard is an x99-ud4

try using a usb drive

So far, I've tried using an external hard drive. The computer shuts down when it reaches BIOS screen, then turns back on, then does it again. I don't have a USB stick large enough to hold windows, unless it can be held on a 4gb one. And because there are conflicting videos, could you show a full step by step instruction on how to do it?

you need 8gb usb drive and another working computer

I can get an 8gb stick, but don't know exactly how to put windows on it and make it show up in the BIOS of the motherboard.

download Rufus

Download the windows 8 iso

install it to the usb drive via rufus

the bios will tell you which button to press to choose what you boot to

press it

select the usb drive

install
