Thanks for uploading the video.

 

That sounds like a fan spinning against something. Check all your fans and see that no cable is touching the blades. Use a strong flashlight. If all look good and noise still there, then it's your PSU fan and you may need to replace it or see what is touching it.

 

I reccommend you don't open it unless you really know what you're doing. The risks are deadly and you are better off replacing the PSU. Me, I'd unplug it, leave it powerless for a good amount of hours, then open it up carefully if I know I need to replace the fan. You can probably tell right away if your PSU fan is making that noise even if your pc is off. Just grab a pen and move the fan blades to feel for any resistance. Also hold a finger on the PSU while its making that noise and if you feel vibration, then it's the fan and something is touching it or it's failing?

when im touching the psu , it vibrates . the last time when its still running the sounds will gone after i reach desktop . later i will test the hdd on my friend pc , if it works then psu was the problem

The PSU fan is touching something, probably the external cage or some cable.

You can disassemble the PSU and see why, but DO NOT touch the circuits.
