System wide EQ?

So i use an EQ in foobar but my onboard audio doesn't have a built in EQ and I would like to use one so everything sounds good but i don't know how to use on for all my applications if there isn't one in my driver. The best I can get so far is some crappy dolby thing and it sounds like garbage.
