V-Sync does limit your FPS to the monitors refresh rate. To reduce heat and noise.
The clock speed is going down because you don't need that extra speed.
Limits the frame rate, not the GPU. The GPU is just running less of an intensive task and does not need to process excess frames.
V-Sync also reduces Coil Whine.
