V-Sync does limit your FPS to the monitors refresh rate. To reduce heat and noise. 

The clock speed is going down because you don't need that extra speed. 

 

Limits the frame rate, not the GPU. The GPU is just running less of an intensive task and does not need to process excess frames.

 

V-Sync also reduces Coil Whine.

Hello friends, quick question:

 

I have been messing around with my GTX 970 lately, and I have found that with V-Sync off (adaptive) I get way higher FPS in games, obviously. I have noticed that with V-Sync off my GPU just sits at it's boost speed throughout the entire time that I am playing games. However, with V-Sync on, I've noticed it often drops to 1113 MHz, 12XX something MHz, 1314, etc. 

 

So my question is, is V-Sync essentially just limiting GPU performance to achieve 60 FPS?
