I have a Gigabyte R9 270, Gigabyte GA-Z97P-D3, Evga 500W 80+ White, Kingston HyperX Fury White Series 1866MHz and a pentium G3258

 

I installed Windows 8.1 x64 along with programs and so on. I entered the bios and disabled the inegrated GPU along with changing the RAM voltage, timings and speed (1860-70MHz, 9-9-9-27-1T, 1.66V). Upon booting Windows crashed so I assumed it was a problem with the memory changes. I am now unable to enter the bios. The computer is in a boot loop and I see my cursor along with an underscore ( _ ) and this repeats. I've taken out the cmos battery for 10 hours and put it back in with the same results. I've tried booting without the R9 270 and completely taken the PC apart and put it back together along with using different RAM.
