I have two pieces of cable sleeving picked out. It doesnt say if its paracord or not but i think it is. If the price is two high or there is a better cable sleeving out there i would love your recommendations. I have no idea what tools to buy as this is my first sleeving project. Also do i need heatshink if even a little i need a lot of help if you could just go over all the basics.

First thing i would do is do your research. the product you selected is a plastic not paracord.  Watch lutro0's videos i would also use the heatsrinkless method because it is the cleanest and best looking method.

i buy my cord from lutro0 it is the best quality for the best price.

i would also worn you if you are using white sleeving i would use white wire it looks better becasue black or muti colored wires will show through

If you're thinking of using paracord, there are many cheap paracords that sell in large quantity on eBay and a variety of colours. (Look for 550 paracord).

I sleeved my cables with these sleeves and it looks great and is very easy. You can also use the heatshrink-less method with paracord for a nice clean look.

Also buying the set of the pin removers for the connectors will save your life and you will need lighters.
