I have a Sapphire Radeon HD 7950, and, whenever I play Battlefield 4, after a minute or 2, the usage will drop from 99-100% to 63%. The clock speed stays the same, but the usage dip is very noticeable in-game. I am unsure as to whether or not this happens in other games. This happens independent of the card's clock speed; it happens whether it is overclocked or not. 
 

The rest of the system is an i7-4790k overclocked to 4.6 GHz and 8 gb of 1600 MHz RAM. 

 

This is driving me crazy. Any help would be greatly appreciated. Thanks a ton.

is there an fps drop? if yes then you have a real issue. if there is no difference in performance, then why does it matter?

Check your gpus temps

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

There is a significant FPS drop. Using the AMD Gaming Evolved app recommended setting, I usually get a 10 FPS drop when the usage drops.

 

Check your gpus temps

The temps are fine. When the drop started most recently, the GPU was running at 60 C, which should not be throttling the card at all. The highest I've seen it is 70 C, but that still isn't that hot.

Most prob BF4 is derp or your drivers. I hope you did not install the new drivers yet?
