Your CPU if you really want it to look good, or you can use one of those GPU based hardware encoders.

 

You need 0.8Mbps+ of good quality upload.

I dont know if it translates across all GPUs well but typically whatever stream quality you get with the CPU at x bitrate, its gonna take 2x that bitrate for the GPU to output the same quality so that's something to consider when weighing performance and quality of the stream
