No. Those numbers are how much maximum power the PSU can deliver under normal conditions. Its your components that determine the power draw.

No, but it's ideal to get exactly double what wattage you think your pc will use at full load so you have maximum efficiency. You pc will only use as much electricity as it needs. This isn't particularly important though. You really should only aim for that if you have money to burn.

Technically it can. The higher wattage in of itself does not. However, if your 1500 watt PSU is at 10% load, it will have a lower overall efficiency(assuming both at the same 80PLUS certification) versus a 430 watt power supply. This is because switching power supplies(or maybe power supplies in general) lose efficiency at low and very high loads.
