Whenever i turn shadowplay on when playing CS:GO my mouse sensitivity seems like it gets really low and it lags pretty bad.. Without shadowplay on i am around the FPS limit and with it on i am 200+ but as soon as i turn shadowplay on or start recording it just becomes unplayable.

Turn off shadowplay in GeForce Experience. Click on 'ShadowPlay' in the upper right hand corner and turn the switch to off.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

I know that.. The point here is i want to use shadowplay. 

Sorry. From reading your original post I didn't know that's what you wanted to know. Where are you saving your recordings to? And is that storage device a HDD or SSD?

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

I want to know if it is only me that has this problem and any ideas as to why this is happening. My recordings save to a HDD.

Is that HDD your C drive? Personally I've never experienced dramatic frame rate drops with Shadowplay, so this seems kinda strange to me.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

No my SSD is my C drive, its not really the FPS drop i think its the fact that my mouse feels really slow and unresponsive after i start recording.

try reinstalling shadowplay(gfe) and/or verify cache in GO.

One file was replaced but still to no avail, thanks for the suggestion.

reinstall/rollback drivers is another option. See if that fixes it.
