I would make sure you are running the latest Nvidia drivers and also that you download something like EVGA Precision X that monitors GPU clock speeds so that you can check and make sure that BF4 is triggering the GPU to increase its clock speed to at least somewhere around 1000mhz.

Im running a 780ti and a 3930k and im getting 10 fps in BF4 on low what is going on, I have no background programs running. What do I do

cpu/gpu temps? it might be thermal throttling

no just this game I can get csgo to 300 fps, BO2 at 200 fps. I dont know why this is happening

It is possible. 800 mhz isn't TERRIBLE but it really should be higher in my opinion and based on that it really seems like the card is either thermal throttling itself from exceeding the temperature limit it has been set to or the clock speed has been set to only run at 800mhz. Make sure that the temperature limit you have set for GPU boost 2.0 is at an acceptable limit such as 70c or 80c (it is really a matter of opinion on how hot you want it to run up to like 95c where it becomes somewhat unsafe).

I clocked it 1200 mhz runs like a dream, idk why it started doing this now. it worked fine about a week ago ( no pun intended)
