how do i uninstall java and redownload it?

Check your user directories, their should be an option to unistall something along the line os "Java Runtime Environment"  Then proceed to Oracle and download the 64-bit version.  I don't own windows 8.1, but I have helped a friend with such a matter in the same situation.  Also google if all else fails. :)

also i wanna install an older version of java for minecraft specificly java 7 will this do anything to my computer?

start by removing all versions of java, in the programs and features place. then go download java 7, no it will not do anything. you just wont be running on the latest java platform which is now java 8

what about having two os systems on one computer one for java 8 the other for 7 cuz ive seen some things thats require java 8 or how would i go about dealing with that sort of thing?

you can have both installed. i myself have java8 and java7 installed. but i do a lot of programming in java. the only difference is what jvm will be your default one. i think whatever one you install second will become the default.

i did that and my minecraft mod launcher freaked out and wouldnt load i removed 8 and it worked fine so thats why i ask that sort of question

reinstall java8, then go to your enviromental variables, find the one called JAVA_HOME and edit its value to point to java7
