Re-enable the GPO that you disabled in gpedit, 'cause that is not the way to do it.

Then open System window. On the side columns, select "System protection".

A panel will show up.

From there, select your C:\ drive, and click on Configure, Click on Delete, and click on "Disable system protection", click OK, and restart your system.

Note that once you do this, you can no longer go back in time on a file, folder or drive, and cannot bring your system back in time after a failed Windows Update, driver or other system problems. Get your Windows 7 disk format and re-install.
