Well, an i5 would put him at about $680 before rebates, although after rebates it would still be under $650 ($620~ w/ wifi card)

Getting a dual core CPU at this point is not a good idea if he would want to play Dragon Age Inquisition or Far Cry 4, And other games may fallow in their footsteps.

An i3 is a dual core with hyperthreading and will still outperform an FX6300 in gaming. I went with thw single 8gb stick allowing him to add another in the future should he need more. And I don't necessarily disagree, I think he should spend more (still under $650 after rebates) and get an i5-4460, but thats something he'll have to decide.

I wanted is to be at max 650 since plus tax i will be 700$ US, so thats why I wanted to do that, I also have a i3 4150 which Is little more expensive, but is better...

It's barely better, and an i5-4460 is FAR better than an i3, and well worth the extra money -- so well worth waiting an extra week and saving up a bit more.

You can also do something like this: http://pcpartpicker.com/p/vdXKGX

It will be $20 cheaper upfront ($670), but ultimately will cost more as you won't get as much back from rebates.

4130 will work out of the box on h81, as will an i5-4440.

I'd still highly recommend paying the extra $20 and getting an i5-4440 as it's well worth the money.

Areu sure the i5 4440 will work out of the box?

yes

the 4460 (devils canyon) would also more than likely work out of the box as the only reason older boards wouldn't is because they were sent out before the release of devils canyon....But being as that was 5 months ago, all those boards SHOULD have sold and been replaced with boards with a compatible bios.
