Windows not dumping cached RAM

My system has 16Gig of DDR3 RAM but windows is regularly using 8gig for a cache. However when it maxes out of RAM rather than emptying the cache it has been crashing chrome and suggesting that i close other programs. Is there anyway to limit the size of the cache, or other solutions to this.

i do believe that the cached is dynamic and changes constantly... there maybe a problem with one of the ram sticks or windows reg

I haven't knowingly edited the pagefile size but it was limited to 3072MB.
I will try to avoid changing the registry, and will run a RAM test.

Let windows manage the pagefile size is now set to 16gig 
Not sure if the error is fixed because i will have to fill up the cache but i can hope
