Explain me why?

Either it's overheatring, or its running at a lower power state, although idk if a card as old as that one had a dynamic clock rate.

Overheating no cause it runs from 29 to 70 celcius...

 

Lower power state i don't know about that, but as far as i remember my previous PSU was pretty good (Thermaltake Cable Managment 750W) ever tho it was as old as my graphics card...

70 C sounds a bit on the warm side. you might wanna look into it

 

Low power states don't have anything to do with the power supply.

Modern GPUs will lower their clock speeds if they have a very light load, such as at a desktop or watching a video, For example my 7850's overclocked to 1100MHz are currently running at 300Mhz since all i have open is LTT and a YouTube video
