Just today i was dedusting my pc and i had to unplug my HDD, now when i tried to reboot to says 'select proper boot device and reboot'. Now i made sure i plugged everything back in properly and my HDD is reconised in my BIOS but i get this program. If anyone could provide me with a solution i would really appreciate it :D

As @CoolaxGaming suggested, check your BIOS settings and put that HDD as the primary boot option. If that does not help, try different SATA ports. Did you plug it in the same SATA port as the last time? What brand and model is the drive?
If that doe not help, try the drive on a different computer and if it works, run a disk check tool to make sure everything is fine with it.
