adobe premiere pro help

thats its not 1/4 or 1/2 or auto make sure that it full

when I play back a video in premiere, it gets really pixilated..  when I have it paused it looks fine, but as soon as I press play it looks terrible.  I don't have any idea why.  not every video does this, it's just this one (It's a 4 frame loop of my cat running that I made in a different premiere project file).    

 

Maybe the settings I used to export the video the first time don't match the settings in my current project?  I don't really know what's wrong

okay thanks that helped a lot.  it still doesn't look perfect but it looks a lot better.  did it only look bad for the preview then?  if I had exported it, would it have looked right?
