Likea website will tell you x cpu will bottleneck your card

I'm sorry I dont know of any but what cpu's and cards are you comparing ? I've been doing custom builds for 2 years now and would love to help!

It's not really possible to have a list like that.  Whether one component will bottleneck heavily depends on each individual program you use.  There is a huge range in how games are balanced between stressing the CPU or GPU.
