Fan on a stalk

I notice in some of the youtube reviews that Linus uses a test bench and has a fan on the end of a long stalked arm that looks flexible.  Can you tell what fan this is?  Is it a USB fan?  Many thanks.

You can get antec spot cool fans but I think spwath is right
