Black Background. Can't Change

After install "The Crew", my background has changed to black, and I am unable to change it. I have ultramon installed, but it is unable to change my background either.

That's your problem.

No, the video is not processed fully, thats test mode for my audio driver with unlocked features.

It could also be a group policy issue. Try running gpedit.msc and see if under "Windows Settings" > "Desktop" if the active desktop is enabled or disabled. Sometimes malware or corrput programs can limit the user's ability to change the desktop background. I've seen this when I used to remove malware from PCs at a local repair shop.
