Put your PSU into the case first and then connect it to socket. Your PSU should have little metallic screw made just for strap.

Im going to be building my first computer tomorrow and im picking up a anti static strap. Where do I attach the other end of the strap too? I'm getting a nzxt h440 case, could I clip it onto that? Also, if im using the strap can I build the computer on my desk with a carpet floor or should I go to another room with tiles and wood table. Do I even need one,  I live in Sydney Australia where its getting 30 degrees a day and very muggy Thank you :)

No, As long as it's connected to socket, it's grounded, you dont have to turn it on.
