Solved by Corvo Pendragon,
The simplest of things fix the biggest of problems. I was unaware you could reinstall something like that. I thought it was some sort of Microsoft Subprogram that i couldn't mess with. I ended up finding a repair program for the framework, and it seems to have patched some missing files and such. Hopefully it stays fixed. Thanks for the help TPD_Equinox!
