Dragon Age: Inquisition Mods?

Are there going to be any modding going on for Dragon Age: Inquisition. I am obsessed with modding Skyrim. I understand it was easier to create mods for Skyrim because they provided some of the tools necessary, but are there still going to be any mods for this game. I can't find any. Also, what the heck is going with the keyboard and mouse controls? It his horrible, I can't even use freecam without holding right-click!?

They won't be releasing a modding toolkit for the game, they don't want to release one.
