Windows 7 setup " can't create system partition"

so long story i got a virus so i'm install a fresh install of windows. Now i can't cause it thinks that none of the partitions are system ones.

I used CMd to make one using diskpart and still no luck so my question is anyone else got some idea to help me .

IM installing it from a USB 3.0 Stick.

did you format the drive youre going to install windows on?

i formatted the partition i wanted it on. I used Diskpart in CMD as well to format it to a system partition was well

Do you have any other HDDs? When I re install windows, I have to unplug all my hard drives because I get this message. Weird, I know, I dunno... If I unplug them all, it lets me continue.

yeah 3 HHD's and 2 SSD are in this system what remove all but the drive i want ??

That didn't work, still get the error.
