Stock CPU overheating

I need help, my CPU is overheating with OC without OC.
CPU: intel 4790k 4.3 with the estandar cooler
Motherboard: Asus H97-Plus
Ram: 4x2gb of corsair vengeance 2400mhz
GPU: integrated graphics:
SSD:ocz agility 3 120gb
HDD:western digital scorpio blue 500gb sata 2.5 (5400rpm / 8mb cache)
PSU:imexx 650w
my temperature od the CPU is 98 in aida64 and OCTT but in the asus AI is in 68 at max.
