Graphics card issue or something else?

Yesterday I got a second computer monitor. Everything works fine but some games I used to play on max graphics really tanked on the fps. (I didn't notice it at first until I played some heavy graphics games.) I sort of expected this except for 2 things I noticed. My primary monitor is used for gaming. When I game I don't have anything animated going on for my second monitor. But even so there is a large fps drop. Also I am now able to monitor gpu usage in gpu-z on the second monitor when I game. Viewing the stats compared to the 20s in fps I am getting (used to be getting almost double.) doesn't make sense. GPU usage is only 40s and 50s %  and memory isn't fully used either. Maybe I'm missing something here?

71ms is good for connecting to games, especially that one. I have an fps issue, not a server lag issue.

Desktop->Nvidia controlcenter->3D settings->global settings->Prefer maximum power and->Multi-Display/mixed gpu acceleration"compatiblity mode", or try different settings
