This started around midday yesteryday, whenever I try to load a picture Chrome (have tested I.E. and Firefox as well) will just bug out on me. To fix this I usually have to refresh a few times and the layout will look normal and pictures will start loading but stop, then I have to reload a few more times, each time the picture will load a little more than last time.

Make sure you have Allow all Image ( Default set) Changing your Internet Options Settings could of done this.

Maybe even low internet speed?

My guess is a low internet speed, which is causing a lot of resources to time out, so nothing is really loading properly. That being said, a stupidly high ping can also cause this, even if you have a fast connection.
