OBS Quick Sync

I've been trying out OBS' quick sync for gameplay recording lately and it takes about the same chunk of FPS as recording normally on the CPU... is this normal?
I have an i5-4690K and even with usign Quick Sync I lose about 10-15 fps, which is the same as when I dont use quick sync.

Intel i5-4690K @ 3.8GHz || Gigabyte Z97X-SLI || 8GB G.Skill Ripjaws X 1600MHz || Asus GTX 760 2GB @ 1150 / 6400 || 128GB A-Data SX900 + 1TB Toshiba 7200RPM || Corsair RM650 || Fractal 3500W

I never had to go through any of those steps. It allowed me to select Quick Sync and record without ever giving me any errors, so I assume it's working... just wondering if it's normal for Quick Sync recording to make a performance hit
