So I recently got a new machine (hardware list in sig) and seem to be having some major UI problems in some applications, as well as general sluggishness of moving windows around (not terrible, but not snappy either)

I took this video of a blank script in Nuke8:

There seems to be some redraw problems with resizing of panels (unsure if Nuke uses OpenGL for the viewport or not). So far, I have only seen it this severe in Nuke, but the viewport in Maya feels a bit slower too. General computing in windows also feels a bit stuttery compared to my old i5 build but not unusable

I thought maybe this is a graphics card problem (currently on 344.75 drivers but the problem has persisted since I first put the computer together). the card seems to function OK in things like games.

Anyone have any ideas on how I can diagnose what the problem is? Could it be hardware unrelated to the GPU?
