I cannot stop/start any programs in task manager...please help.

You know, telling us what OS you're using might help////

Windows 7 Premium, 64 bit, user is Administrator.

 

I have tried booting in safe mode (through a google search) which said that in safe mode you might be able to start/stop the programs. It didn't help. I'm pretty lost.

Are you talking about the start-up items or any program in general?

Upon opening the task manager, I'm trying to manually start a stopped program. It says access denied, and then upon testing I noticed it won't let me start/stop any service manually.

Welp, a step in the right direction friend. This wasn't in the services tab, but in the processes tab you select to see services from all users. According to that article, that gives you admin privileges in task manager.

 

So now everything isn't denied (thanks), but when I try to start the program it does nothing. No error message, just nothing.

 

 

To be specific this is what I'm trying to do:

 

 

I'm trying to use ShadowPlay with my new GPU (a significant reason why I upgraded). Whenever I click to activate shadow play it doesn't. Through some research I found many videos like that showing that you just go into services and activate "'NVIDIA streaming service". In some of them they show just starting it, or restarting it(if it's already on). In my case I can't restart since it isn't started already, and it won't let me start it, it just does nothing when I click on it. & if it is a program issue, yes I have tried re installing.

Bugger. Are you running some sort of security software like Bitdefender or something? Sounds like something messed up the permission and start up items.

Are you running task manger as Administrator? Right clicking and Run as Administrator?  (Also run you Anti virus and Anti malware scans just to rule a rouge program out)

If so try making another admin account and see if the problem persists if so try ending processes from the command line

If you cant try reinstalling windows if you can
