CSGO Problems

so for a few months now i have been having a couple of problems when playing csgo one of them is when i shoot or when someone dies my FPS drops below 80fps and even lower sometimes now considering my friend has a gtx 560 ti he dose not get this problem and he is all ways around 250 - 350 fps so i was thinking it might be my cpu and the 2nd problem i am having is sometimes i randomly freez for half a second this happens whens someone dies or when am getting shot at i have tried reinstalling and using a new config and none of this has worked so far and ideas?

drivers are always up to date and my internet is fine

The only thing I can advice you to do is: Desktop->*RIGHTKLICK*->Nvidia Control Center-> Manage 3D settings->Global settings->search for "shadercache" and DISABLE it (off) and save.

 

and: Desktop->*RIGHTKLICK*->Nvidia Control Center-> Manage 3D settings->programsettings->Search for your game in the list, or add it.->Beyond your selected game there is a list of settings for that game, search for"maximum number of prerendered pictures" select "1" and save.
