Last week I got a new motherboard, it is a 990FXA-UD3. I have an FX 6300 installed in it with a Hyper 212 cooling it. When I got it I jumped right into overclocking. I got it up to 4.8Ghz, but decided against keeping it due to heat. So I just let it be at 4.5Ghz at 3.75v. I turned off everything that would make it drop voltage or frequency and CPU-Z confirmed my OC was at 4.5Ghz. I tested with prime 95 and IBT with a max temp of 56C. It passed both, but i noticed that CPU-Z was flickering under 100% load. It would go from 4.5 down to 3.0 every second or so. I totally reset my bios to stock and I see my CPU is not turbo boosting or staying at 3.5 even.

 

It is still dropping to 3.0 under full load. Can anyone help me figure out why?

Change the power settings my friend. If you change it to max performance all the cores should go to the speed you want them to.

 

As the power profiles have different processor power settings like the lowest power of the processor is 20% and the max is 100% 

If you change the power settings to Max performance it should have the processor running at full power.

I have had it on Max Performance mode as long as I can remember.

Could the problem be that I did not reinstall Windows after my motherboard upgrade? I was told if it boots, it should be fine to just update driver and roll with it. I really don't want to reinstall 800GB of steam games to fix this.
