Question About Motorcycle Permit

Okay so I got a question if I want to get my Motorcycle permit and my Drivers permit can I get both at the same time (I live in Pennsylvania btw).

 

Or do I have to get my drivers license before my Motorcycle permit?

 

 

If anyone's wondering the bike I am thinking of getting is a Kawasaki Z1000. It aint to much power for me I drove just as powerful dirt bikes (I drove my friends 250 2 stroke a few times, and yes I was shitting myself :P)
