For example if one has 4 monitors and 4 GPUs, does he need to plug each monitor in to a different GPU and what would that do? If not how then? What are the options and what is the best?

How many GPUs do you need for 4 monitors (for ex. 980s/780s)?

i think for nvidia you'd need two gpus to run 4 monitors

There are 4 monitors...

 

If the GPU's have enough outputs to power the 4 monitors you plug the monitors into one GPU, otherwise if the GPU doesn't have enough ports you still don't plug them into other GPU's you just get adapters/Y splitters
