I’ve noticed a stutter issue accruing in the game even though my FPS is at 144 and GSNYC is on, all video setting are left at default, the stutter accrues when there is a lot going on in the game, checked my RAM usage is 77%, CPU 85% on all cores, VRAM usage 3.7GB, my FPS hardly dips below 144, Anybody experiencing this issue.

It's the mouse input. It's all wonkey. I fixed it by using a controller. However it's a crappy fix. I had the same issue with dead island riptide. Some sort of input issue.

Mess around with preload shader options.

Also, running in Windowed mode(borderless) is faster on my machine than fullscreen.

Also had to reduce MOUSE polling rates to 250hz from 1000hz so reduce mouse weirdness.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

I did a full 360 and the stutter is very clear when your outside but in side rooms it doesn't happen

tried controller to and the same thing, lowed polling rates to 250hz & mouse feels better but the stutter is still there

In borderless fullscreen too?

Myself - I do preload the shaders, but not the second option for during cutscenes.

the cod engine goes to a max of 125hz polling rate, try that.
