I recently built a new system. Everything was working fine for a couple of hours until I got a BSoD; I was able to install windows 8.1. After going through three sets of ram and two motherboards I have only two possible culprits: CPU and/or Power Supply Unit. Both my motherboards only let me get into the bios and won't boot any operating system via HDD, DVD, USB, etc...

 

Specs:

CPU: Intel Core i7-4790K Processor (8M Cache, up to 4.40 GHz) (BX80646I74790K)
CPU Cooler: NZXT Technologies Kraken X61 280mm All-in-One Liquid Cooling System (RL-KRX61-01)
Motherboard: ASUS MAXIMUS VII HERO ATX DDR3 2600 LGA 1150
Memory: Corsair Dominator Platinum 8GB (2x4GB) DDR3 1600 MHz (PC3 12800) Desktop Memory (CMD8GX3M2A1600C8)
Storage
*(on SATA Slot 1): Samsung Electronics 840 EVO-Series 250GB 2.5-Inch SATA III Single Unit Version Internal Solid State Drive (MZ-7TE250BW)
*(on SATA Slot 2): Western Digital 2 TB SATA III 7200 RPM 64 MB Cache Bulk/OEM Desktop Hard Drive, Black, (WD2003FZEX)

Alternate motherboard was a MSI Gaming 7 (z97).

I've already tried breadboarding with nothing but the PSU, CPU, and RAM installed. Is my PSU bad? Is my CPU bad? Would a bad CPU still let me boot into the bios?

 

I can't seem to get an answer. I've already posted on ASUS's ROG forum, thread has more info:

I've called asus's tech support, but even they are stumped. What sort of things might cause a BSoD at the windows boot animation screen?

Have you tried booting with only 1 stick of RAM?

 

Also make sure your disk is in AHCI mode.

Check temperatures. Make sure they arent too high.

Also, what is the purpose of your build?

Yes, I have tried one stick or RAM and on all slots. I've gone through two sets of Corsair Dominator Platinums and 1 set of G.SKill RAM. Even just booting the windows 7 install DVD gives me a BSoD. I have tried memtest, but it always hangs midway. Ubuntu Linux also wont work. Also, my temps are okay, they are always around 29C~31C. The build is for gaming and light 3D Modeling + Video rendering.

if memtest hangs i would say its ram but as you said you have tested all your ram. im tempted to say the ram slots have gone but i do doubt that. another thing could be damaged BIOS. Have you tried overclocking or flashing your bios recently

How recently did you build this? If its within 30 days, you should return the CPU + GPU and buy something more suited to your needs such as an i5 + 780/290970.

Will also give you a chance to try a new CPU.
